Senator Alan Peter Cayetano on Monday reiterated his proposal for the creation of a Blue Ribbon sub-committee to conduct another hearing to complete the probe into the botched NBN-ZTE deal. In a letter to Senator Richard Gordon, chairman of the Blue Ribbon committee, Cayetano said there is need for another hearing to get a complete picture of the controversy and to appreciate the facts and issues essential to the formulation of possible corrective legislation. Cayetano said before any report on the alleged anomalous national broadband project cornered by China’s ZTE corp., the investigation itself must be completed. “At least one more hearing be scheduled as there are still many witnesses/ resource persons who have not appeared before the committee or have not completed their testimony," the former chairman of the Blue Ribbon committee said. He said they still need the testimony of Speaker Jose de Venecia and any other person who claims having personal knowledge as to the role of President Gloria Macapagal Arroyo and any member of her family with the ZTE deal. He said the committee should hold the telecommunications companies for their commitment during the technical working group meeting to cooperate and provide the necessary documents ad records on the costing of the equipment specified in the ZTE contract. The senator said they should follow up on the leads that were given by Mr. Jarius Bondoc on the WiMax portion of the contract in connection with the other possible suppliers that would confirm and illustrate the alleged overpricing. He said the committee should follow up on the action take by the Department of Justice and Office of the Ombudsman regarding the controversy. He added that a formal or written confirmation or evidence that the contract was indeed canceled is needed. Cayetano also repeated his offer of assistance and suggestion that a member of the Senate Majority who is also a member of the political opposition be appointed to chair the sub-committee. “I will be willing to assist as vice-chair or as a member of the same sub-committee and assist in anyway I can," Cayetano said. On Friday, Gordon said he took charge of the drafting of the committee report on the NBN-ZTE investigation, adding he would discuss this with committee members Monday. |
